Sounds as viable as Google's space elevator.

No realistic chance of happening because of cost.

Really cool idea, but feasibility might be a real issue. In order to push for something like this, it has to be shown to have effectiveness. Sure, I can see them getting an initial grant...but let me refer you to the last solar panel craze the government had: Solyndra.

You would need to compartmentalize it and introduce it incrementally.

A local municipality would have to test the waters with local spending to work out the kinks and have legit cost analysis.

I could definitely see like a new Sports arena doing a parking lot out of this stuff. Smart reroutes of parking,

If this happens then I think parking lots will be were it starts. I could see a company like Whole Foods use this for their parking lot to go with their "green" image. And if it can create enough electricity to lower their electric bill it may make it economically feasible.

if concrete and asphalt can't stand up to wear and tear over time I doubt plastic and delicate electronics would either. Also the cost would be enormous

tempered glass roads? unintentional mines/grenades of glass shrapnel? tempered glass can explode spontaneously when it's compromised.

    The question is
    1. Which is more expensive to install
    2. Which is more expensive to repair

The upfront cost of this is considerable.
But if one plate or three plates get busted
seems easier to yank them up and replace them
than it would be for the closing of the road for several days with several work crews.

Well concrete and asphalt breakdown because the earth moves and they crack. With a hexagonal placement pieces, I don't think that would be an issue.
