Heh, people really think he's saying "sort of" because he doesn't want to fully swear on a lie? He's not hedging, he's just speaking casually. If a friend says, "I didn't mean to kill your mother, I can only sort of, you know, apologize," he doesn't mean he's only half-apologizing...he's acknowledging that that's not really sufficient. Similarly, Silver knows no one who believes conspiracy theories is going to be convinced by him swearing it's all legit. Try thinking of human speech as human speech and not a legal contract and it becomes a lot easier to understand what people are saying. Or, you know, sort of believe that it's all a big conspiracy.

I don't believe there is a conspiracy...but hypothetically speaking, if there was one this is exactly what you would say to deny it. In short, this assurance from the commissioner is ultimately meaningless.
