Without a doubt yes... but I can't see it happening. New Orleans, as a franchise, has a great incentive to lose this one. They are in a 3-way tie at 21 wins for the 3rd worst record in the league... and there are two teams with 22 wins. A win could potentially drop them from 3rd to 7th.

Very much doubt the Rockets will intentionally tank. Not sure they care much about the difference between 13th and 14th pick.
