The coach will base whether or not the player is suitable for his schemes based off of his traits, measureables, and tape. All of which are acquired and cataloged by the scouting department. Then all this information is written down in a very detailed report. Once the season is over, it is then time for the FO to construct their big board. Ranking each player in order with their position. All while this is going on the HC and his team are still breaking down the previous years tape, evaluating current players on the roster. Determining weakness within the roster at positions or with depth. Deciding whether current guys are worth keeping or not. Once that is complete the HC and his staff then join in on the draft work. Attending the college all-star games, pro days, combine, etc. Most of the knowledge they get on a player is from their scouting reports given to them by the FO. They decide their points of focus for the roster, and delve into those position players. Based off of their trait philosophy they weed out the guys that don't fit, and then begin watching film, interviewing, and working out the players that fit the scheme. At this point it is very late into the eval portions of the college players, and the HC most heavily rely on what he's being told and shown. He may see things here and there, and specifically take hard looks at players that pop to him, but as a whole by and large, very little time is spent specifically scouting one player by the HC. They simply can't allocate the vast amount of time to properly scout each and every player to really truly know them like a scout department does. It is the HC's job to coach the players, and the GMs job to bring the type of players the coach wants. And only the GM and scouting department have the most knowledge as to what each player's talent level really is. You can't possibly go into a draft believing that your HC is as knowledgeable about the college players on your big board as your FO is. They may see things differently than the FO, and whether that is good or bad will sway decisions, but by and large the majority of information that the HC is basing his ideal selections on is all information collected by the FO.
