This is not nearly as ambitious as what they're doing in Germany. I wouldn't even begin to try to make that comparison.

 The part of txtony's response that you didn't quote just answered this question. It isn't Boehner's opinion (I'd say 'analysis') at all -- he was quoting the Chamber of Commerce. And the Chamber of Commerce says the analysis that Boehner quoted was based on old data.

Now, we could say Boehner's opinion is that the same damage will accrue at 30% as it would at 42%, but at that point he's just shooting from the hip with no grounding of this opinion in analysis. Boehner's not an expert in this area. Apart from the vote he casts in Congress, his opinion here carries no weight. It was only defensible in that he was quoting someone else who does know what they're talking about. And they've said it's not applicable. So, this is just disingenous rhetoric on Boehner's part, an area in which he is an expert, and therefore and justifiably ruled false.

(The qualitative point that the regulations will add cost to power consumers -- or at least shift the costs they pay from health costs to monetary costs -- is undoubtedly true. So I will award Boehner one point.)

I don't doubt that this program will cause short term rise in energy cost and economic pain. That said even without climate change fossil fuels and the current status quo is a long term loser. For a country like Germany shows it is in there long term interest to get off of fossil fuels and develop renewables. As the situation with Russia and the Ukraine shows depending of fossil fuels from countries that aren't necessarily friendly or stable is a problem. Further even besides CO2 there are many other pollutants associated with fossil fuels such as sulfur and radioactive coal ash.

The problem isn't about generating income but too much focus on generating income in short term. Green technology is needed in the longterm and a lot of money is their potentially to be made from it. As I've said before even without climate change it makes sense to do things like develop greater energy efficiency, conserve and develop alternative energy sources. This is why many corporations have taken steps to reduce their environmental footprint without having governments prod them.

An interesting tangent. The hero of Atlas Shrugged, John Galt, what initially drives him is the development of the ultimate green technology. An engine that is powered by ambient static in the atmosphere. He launches his movement to take down the world both for that he doesn't want the engine to fall into the hands of the government but also into the hands of shortsighted businessmen who would collude with the government to suppress it.

Sounds so much like NikolaTesla free energy from the atmosphere he was apparently working on and end up hiding it because he was concern it could fall into the wrong hand and destroy civilization (weaponize - more powerful than atomic bomb).
