Phil Gramm, R-Texas, today outlined his proposal for increasing the number of Mexican workers coming into the United States while at the same time improving their working conditions. Meeting with the breakfast meeting of directors of Houston's Hispanic Chamber of Commerce, Gramm described his proposal as a guest worker program, with low or unskilled Mexican workers signing up for legal work in the United States, and getting the full protection of this country's laws governing wages, hours and other working conditions. "We need a program where Mexican nationals can come to the U.S. and work legally," Gramm said. Directors seemed receptive to the Gramm proposal, but focused their questions on free-trade agreements and the process by which appointees are chosen for federal positions such as district judges, U.S. attorneys and U.S. marshals. Gramm said he and fellow Texas Republican Sen. Kay Bailey Hutchison have appointed a committee of about 30 lawyers to solicit and screen applicants for the various positions. Gramm said at least two of the committee members are Hispanic and that he is firmly in favor of diversity but not an affirmative action requirement favoring anyone for racial reasons. ------------------ Me fail English?
