CBS News has learned that during the Sept. 11 attack on the U.S. Mission in Benghazi, the Obama Administration did not convene its top interagency counterterrorism resource: the Counterterrorism Security Group, (CSG).

"The CSG is the one group that's supposed to know what resources every agency has. They know of multiple options and have the ability to coordinate counterterrorism assets across all the agencies," a high-ranking government official told CBS News. "They were not allowed to do their job. They were not called upon."

Information shared with CBS News from top counterterrorism sources in the government and military reveal keen frustration over the U.S. response on Sept. 11, the night ambassador Chris Stevens and 3 other Americans were killed in a coordinated attack on the U.S. consulate in Libya.

The circumstances of the attack, including the intelligence and security situation there, will be the subject of a Senate Intelligence Committee closed hearing on Nov. 15, with additional hearings to follow.

Counterterrorism sources and internal emails reviewed by CBS News express frustration that key responders were ready to deploy, but were not called upon to help in the attack.

CBS News has agreed not to quote directly from the emails, and to protect the identities of the sources who hold sensitive counterterrorism posts within the State Department, the US military and the Justice Department.

As to why the Counterterrorism Security Group was not convened, National Security Council Spokesman Tommy Vietor told CBS News "From the moment the President was briefed on the Benghazi attack, the response effort was handled by the most senior national security officials in governments. Members of the CSG were of course involved in these meetings and discussions to support their bosses."

Absent coordination from Counterterrorism Security Group, a senior US counterterrorism official says the response to the crisis became more confused. The official says the FBI received a call during the attack representing Secretary of State Hillary Clinton and requesting agents be deployed. But he and his colleagues agreed the agents "would not make any difference without security and other enablers to get them in the country and synch their efforts with military and diplomatic efforts to maximize their success."

Another senior counter terrorism official says a hostage rescue team was alternately asked to get ready and then stand down throughout the night, as officials seemed unable to make up their minds.

A third potential responder from a counter-terror force stationed in Europe says components of AFICOM -- the military's Africa Command based in Stuttgart, Germany -- were working on course of action during the assault. But no plan was put to use.

"Forces were positioned after the fact but not much good to those that needed it," the military source told CBS News.

"The response process was isolated at the most senior level," says an official referring to top officials in the executive branch. "My fellow counterterrorism professionals and I (were) not consulted."

The official says a protocol set forth in a classified presidential directive calls for the Counterterrorism Security Group (CSG) to be convened in the event of a possible terrorist attack. According to a public military document, the directive was designed to "synchronize the efforts of all the government agencies that have a role to play in the Global War on Terrorism."

The Administration also didn't call on the only interagency, on-call, short notice team poised to respond to terrorist incidents worldwide: the Foreign Emergency Support Team (FEST). FEST's seasoned experts leave within four hours of notification and can provide "the fastest assistance possible."

FEST Teams deployed immediately after al Qaeda bombings of US embassies in East Africa in 1998, and the USS Cole in 2000, but were not used for Benghazi, to the chagrin of some insiders. It's likely that the CSG task force, if contacted, would have recommended FEST aid.

"First a tactical response was needed," says a senior U.S. counterterrorism official, "and while that was being implemented, the holistic response could have been developed and deployed within hours" which could have allowed the FBI investigate safely on site well ahead of the "24 days it took."

When asked why the FEST wasn't utilized, a State Department official said it was used previously in East Africa because of damage sustained to a US embassy "to help restore communications and other infrastructure support. In this case, that was unnecessary at Embassy Tripoli."

A White House official told us that at the start of the attack, Chairman of the Joint Chiefs Martin Dempsey and Defense Secretary Leon Panetta "looked at available options, and the ones we exercised had our military forces arrive in less than 24 hours, well ahead of timelines laid out in established policies." He also said a "small group of reinforcements" was sent from Tripoli to Benghazi, but declined to say how many or what time they arrived. The Pentagon moved a team of special operators from central Europe to Sigonella, Italy but gave no other details.

Ambassador Stevens and three other Americans died in a protracted battle over the course of eight hours. It's believed two of the victims, Navy SEALs Tyrone Woods and Glen Doherty, died in a mortar attack some six or seven hours after the US Mission was first overrun by a terrorist mob that burned buildings and used AK-47 rifles, bombs, and mortars.

In the days after the assault, counterterrorism officials expressed dismay over what they interpreted as the Obama Administration's unwillingness to acknowledge that the attack was terrorism; and their opinion that resources which could have helped were excluded.

Counterterrorism officials from two agencies said they concluded almost immediately that the attack was by terrorists and was not spontaneous. "I came to this conclusion as soon as I heard the mortar rounds were impacting on top of the building our people were occupying," says one. "The position of the mortar must be plotted on a map, the target would have to be plotted, computations would be calculated that would result in the proper mortar tube elevation and the correct number of powder bags to be attached to the rounds."

A White House official says President Obama immediately acknowledged the assault was a terrorist attack. However, there was confusion as White House spokesman Jay Carney said three days later, "We have no information to suggest that it was a preplanned attack."

On Sept.16, US Ambassador Susan Rice told CBS' "Face the Nation" and other talk shows that the assault appeared to have grown from a spontaneous protest over an anti-Islam video.

CBS' Bob Schieffer asked Rice whether she thought "that this was something that had been plotted out several months ago?" Rice answered, "We do not have information at present that leads us to conclude that this was premeditated or preplanned."

In an interview last week, President Obama said "the minute" he became aware of the Benghazi attack, he directed his staff to "make sure that we are securing our personnel and doing whatever we need to do."

Benghazi blunder: Obama unworthy commander-in-chief

U.S. Ambassador to Libya Chris Stevens and three other Americans died in a well-planned military assault on their diplomatic mission in Benghazi seven weeks ago, the anniversary of the 9/11 terrorist attacks. So why are details surfacing, piecemeal, only now?

The Obama administration sat by doing nothing for seven hours that night, ignoring calls to dispatch help from our bases in Italy, less than two hours away. It has spent the past seven weeks stretching the story out, engaging in misdirection and deception involving supposed indigenous outrage over an obscure anti-Muslim video, confident that with the aid of a docile press corps this infamous climax to four years of misguided foreign policy can be swept under the rug, at least until after Tuesday's election.

Charles Woods, father of former Navy SEAL and Henderson resident Tyrone Woods, 41, says his son died slumped over his machine gun after he and fellow ex-SEAL Glen Doherty - not the two locals who were the only bodyguards Secretary of State Hillary Clinton and the Obama administration would authorize - held off the enemy for seven hours.

The Obama administration was warned. They received an embassy cable June 25 expressing concern over rising Islamic extremism in Benghazi, noting the black flag of al-Qaida "has been spotted several times flying over government buildings and training facilities." The Obama administration removed a well-armed, 16-member security detail from Libya in August, The Wall Street Journal reported last month, replacing it with a couple of locals. Mr. Stevens sent a cable Aug. 2 requesting 11 additional body guards, noting "Host nation security support is lacking and cannot be depended on," reports Peter Ferrara at Forbes.com. But these requests were denied, officials testified before the House Oversight Committee earlier this month.

Based on documents released by the committee, on the day of the attack the Pentagon dispatched a drone with a video camera so everyone in Washington could see what was happening in real time. The drone documented no crowds protesting any video. But around 4 p.m. Washington received an email from the Benghazi mission saying it was under a military-style attack. The White House, the Pentagon, the State Department and the CIA were able to watch the live video feed. An email sent later that day reported "Ansar al-Sharia claims responsibility for Benghazi attack."

Not only did the White House do nothing, there are now reports that a counterterrorism team ready to launch a rescue mission was ordered to stand down.

The official explanation for the inadequate security? This administration didn't want to "offend the sensibilities" of the new radical Islamic regime which American and British arms had so recently helped install in Libya.

The official explanation for why Obama administration officials watched the attack unfold for seven hours, refusing repeated requests to send the air support and relief forces that sat less than two hours away in Italy? Silence.

An open discussion of these issues, of course, would lead to difficult questions about the wisdom of underwriting and celebrating the so-called Arab Spring revolts in the first place. While the removal of tyrants can be laudable, the results show a disturbing pattern of merely installing new tyrannies - theocracies of medieval mullahs who immediately start savaging the rights of women (including the basic right to education) and who are openly hostile to American interests.

When Republican presidential nominee Mitt Romney promptly criticized the security failures in Benghazi, the White House and its lapdog media jumped all over him for another "gaffe," for speaking out too promptly and too strongly. Prompt and strong action from the White House on Sept. 11 might have saved American lives, as well as America's reputation as a nation not to be messed with. Weakness and dithering and flying to Las Vegas the next day for celebrity fund-raising parties are somehow better?

This administration is an embarrassment on foreign policy and incompetent at best on the economy - though a more careful analysis shows what can only be a perverse and willful attempt to destroy our prosperity. Back in January 2008, Barack Obama told the editorial board of the San Francisco Chronicle that under his cap-and-trade plan, "If somebody wants to build a coal-fired power plant, they can. It's just that it will bankrupt them." He added, "Under my plan ... electricity rates would necessarily skyrocket." It was also in 2008 that Mr. Obama's future Energy Secretary, Steven Chu, famously said it would be necessary to "figure out how to boost the price of gasoline to the levels in Europe" - $9 a gallon.

Yet the president now claims he's in favor of oil development and pipelines, taking credit for increased oil production on private lands where he's powerless to block it, after he halted the Keystone XL Pipeline and oversaw a 50 percent reduction in oil leases on public lands.

These behaviors go far beyond "spin." They amount to a pack of lies. To return to office a narcissistic amateur who seeks to ride this nation's economy and international esteem to oblivion, like Slim Pickens riding the nuclear bomb to its target at the end of the movie "Dr. Strangelove," would be disastrous.

Candidate Obama said if he couldn't fix the economy in four years, his would be a one-term presidency.

Mitt Romney is moral, capable and responsible man. Just this once, it's time to hold Barack Obama to his word. Maybe we can all do something about that, come Tuesday.

A senior U.S. intelligence official emphatically denied that the CIA refused repeated requests from its officers on the ground in Benghazi, Libya, to assist the Americans under attack at the U.S. mission there.

Just five days before the presidential election and in a rare briefing to reporters, the official Thursday offered almost a minute-by-minute account of what happened that night.

According to a Fox News report last Friday, citing an unnamed source, CIA officers working at an annex about a mile from the mission were told by officials in the CIA chain of command to "stand down" after receiving a call from the mission asking for help.

"There were no orders to anybody to stand down in providing support," the senior intelligence official said, offering a passionate defense of the actions taken by the CIA officers on the ground during the September 11 attack that killed Ambassador Christopher Stevens and three other Americans.

The official insisted the agency operators at the annex were in charge of their movements and the safety of those who were preparing to respond to the initial attack on the mission compound.

There was "no second guessing" their decisions, the official said.

According to a detailed timeline provided by the official, there was a roughly 25-minute gap between the time those officers received the initial call for help from the mission to the time when the approximately half a dozen officers were able to get underway to assist.

During that time, according to the official, CIA officers at the annex location were loading weapons and equipment into their vehicles, while others were on the phone trying to get local "friendly" militias with heavier weapons to help. The official said the officers responded "as quickly and as effectively as possible."

The team from the annex came under fire at the mission, the official said, but was able to gather all of the U.S. personnel at the mission except for the missing ambassador and headed back to the annex where they again faced small arms fire for about 90 minutes before the attackers left.

The Fox report also suggested that the officers on the ground urgently asked for military backup, but that the CIA also denied those requests. The official said that reporting was wrong. The military, the official said, provided drone surveillance and there were a couple of military officers as part of a CIA security team from Tripoli to assist.

That security team was delayed at the Benghazi airport and did not arrive at the annex until early morning, shortly before that facility came under a sudden and intense attack that lasted 11 minutes. Two officers, Tyrone Woods and Glen Doherty, were killed by mortar fire.

The attack has become part of the political debate as the Obama administration has been harshly criticized by many Republicans for initially describing the incident as a spontaneous protest against an anti-Islamic video on the web and evolved into an assault on the mission.

The senior intelligence official said there was a need to address this issue now because some of the media mischaracterizations of what was done that night is a disservice to the men who had to make decisions under fire.

Here is the timeline of events, as provided by the senior intelligence official:

– Around 9:40 p.m. (local time) the annex receives the first call that the mission is under attack.

– Fewer than 25 minutes later, a security team leaves the annex for the mission.

– Over the next 25 minutes, the team members approach the compound, attempt to secure heavy weapons and make their way onto the compound in the face of enemy fire.

– At 11:11 p.m., the requested drone surveillance arrives over the mission compound.

– By 11:30 p.m., all U.S. personnel, except for Stevens, who is missing, depart the mission. The exiting vehicles come under fire.

– Over the next roughly 90 minutes, the annex receives sporadic small arms fire and rocket-propelled grenade rounds. The security team returns fire and the attackers disperse at approximately 1 a.m.

– At about the same time, a team of additional security personnel lands at the Benghazi airport and negotiates for transport into town. Upon learning the ambassador is missing and that the situation at the annex has calmed, the team focuses on locating the ambassador and tries to obtain information on the security situation at the hospital.

– It's still predawn when the team at the airport finally manages to secure transportation and an armed escort. Having learned that Stevens is almost certainly dead and that the security situation at the hospital is uncertain, the team heads to the annex to assist with the evacuation.

– They arrive with Libyan support at the annex at 5:15 a.m., just before the mortar rounds begin to hit the annex. The two security officers are killed when they take direct mortar fire as they engage the enemy. That attack lasts only 11 minutes before dissipating.

– Less than an hour later, a heavily-armed Libyan military unit arrives to help evacuate the compound of all U.S. personnel.

OMG I think I might have to change who I vote for and choose Romney to protect me from the Benghazi bad men. It is 2:26 am and I can't sleep for sheer naked fear. Mitt, will protect me.

Benghazi blunder: Obama unworthy commander-in-chief

U.S. Ambassador to Libya Chris Stevens and three other Americans died in a well-planned military assault on their diplomatic mission in Benghazi seven weeks ago, the anniversary of the 9/11 terrorist attacks. So why are details surfacing, piecemeal, only now?

The Obama administration sat by doing nothing for seven hours that night, ignoring calls to dispatch help from our bases in Italy, less than two hours away. It has spent the past seven weeks stretching the story out, engaging in misdirection and deception involving supposed indigenous outrage over an obscure anti-Muslim video, confident that with the aid of a docile press corps this infamous climax to four years of misguided foreign policy can be swept under the rug, at least until after Tuesday's election.

Charles Woods, father of former Navy SEAL and Henderson resident Tyrone Woods, 41, says his son died slumped over his machine gun after he and fellow ex-SEAL Glen Doherty - not the two locals who were the only bodyguards Secretary of State Hillary Clinton and the Obama administration would authorize - held off the enemy for seven hours.

The Obama administration was warned. They received an embassy cable June 25 expressing concern over rising Islamic extremism in Benghazi, noting the black flag of al-Qaida "has been spotted several times flying over government buildings and training facilities." The Obama administration removed a well-armed, 16-member security detail from Libya in August, The Wall Street Journal reported last month, replacing it with a couple of locals. Mr. Stevens sent a cable Aug. 2 requesting 11 additional body guards, noting "Host nation security support is lacking and cannot be depended on," reports Peter Ferrara at Forbes.com. But these requests were denied, officials testified before the House Oversight Committee earlier this month.

Based on documents released by the committee, on the day of the attack the Pentagon dispatched a drone with a video camera so everyone in Washington could see what was happening in real time. The drone documented no crowds protesting any video. But around 4 p.m. Washington received an email from the Benghazi mission saying it was under a military-style attack. The White House, the Pentagon, the State Department and the CIA were able to watch the live video feed. An email sent later that day reported "Ansar al-Sharia claims responsibility for Benghazi attack."

Not only did the White House do nothing, there are now reports that a counterterrorism team ready to launch a rescue mission was ordered to stand down.

The official explanation for the inadequate security? This administration didn't want to "offend the sensibilities" of the new radical Islamic regime which American and British arms had so recently helped install in Libya.

The official explanation for why Obama administration officials watched the attack unfold for seven hours, refusing repeated requests to send the air support and relief forces that sat less than two hours away in Italy? Silence.

An open discussion of these issues, of course, would lead to difficult questions about the wisdom of underwriting and celebrating the so-called Arab Spring revolts in the first place. While the removal of tyrants can be laudable, the results show a disturbing pattern of merely installing new tyrannies - theocracies of medieval mullahs who immediately start savaging the rights of women (including the basic right to education) and who are openly hostile to American interests.

When Republican presidential nominee Mitt Romney promptly criticized the security failures in Benghazi, the White House and its lapdog media jumped all over him for another "gaffe," for speaking out too promptly and too strongly. Prompt and strong action from the White House on Sept. 11 might have saved American lives, as well as America's reputation as a nation not to be messed with. Weakness and dithering and flying to Las Vegas the next day for celebrity fund-raising parties are somehow better?

This administration is an embarrassment on foreign policy and incompetent at best on the economy - though a more careful analysis shows what can only be a perverse and willful attempt to destroy our prosperity. Back in January 2008, Barack Obama told the editorial board of the San Francisco Chronicle that under his cap-and-trade plan, "If somebody wants to build a coal-fired power plant, they can. It's just that it will bankrupt them." He added, "Under my plan ... electricity rates would necessarily skyrocket." It was also in 2008 that Mr. Obama's future Energy Secretary, Steven Chu, famously said it would be necessary to "figure out how to boost the price of gasoline to the levels in Europe" - $9 a gallon.

Yet the president now claims he's in favor of oil development and pipelines, taking credit for increased oil production on private lands where he's powerless to block it, after he halted the Keystone XL Pipeline and oversaw a 50 percent reduction in oil leases on public lands.

These behaviors go far beyond "spin." They amount to a pack of lies. To return to office a narcissistic amateur who seeks to ride this nation's economy and international esteem to oblivion, like Slim Pickens riding the nuclear bomb to its target at the end of the movie "Dr. Strangelove," would be disastrous.

Candidate Obama said if he couldn't fix the economy in four years, his would be a one-term presidency.

Mitt Romney is moral, capable and responsible man. Just this once, it's time to hold Barack Obama to his word. Maybe we can all do something about that, come Tuesday.

Not only is this inaccurate, but are you trying to imply US Intelligence gives a hot damn about the most misleading, dangerous and idiotic channel around? Oh wait, that's where you get your intelligence. Tell Bill and Sean that I said hello.
