How do you give out rep? Is it a deal where you have to receive enough rep to hand it out or you have to have enough posts or what? And the green squares below your name, does that indicate the amount of reps you have gotten?

You get a green dot for every 100 rep points(it stops somewhere, look at Moe, Carl Herrera, etc.) you receive.

I don't really know when you're allowed to rep, I think it's after you receive a certain number of rep points from other posters.
