If there was a rule, then guys would have hair down to their butts so they wouldn't give anything to grab onto. If anything, that hair should be against the rules.

Not sure about the NCAA but the NFL already has a rule in place that says if your hair is long enough then it is considered part of your jersey and can be used to tackle you.
The tackle was not penalized and neither was the pushing and shoving. What Johnson did to draw the penalty was after tackling Troy by his hair, he yanked him up by his hair as well. The team was penalized and Johnson was fined.
