Aren't you being just a bit too hasty with this? But the short answer is that if the Rockets do a S&T, they gain their MLE. Nothing else.
Miami is starting under the cap. If LeBron walks, they have that much more to pursue FAs with. Are there enough reasonably-priced FAs at positions they need? That's another question.
