It could be a potential used by the team to have "voluteer session" while is actually an earlier training camp. Labor union does not want their player work beyond the time both side agreed upon.
It is not allowed because the NBAPA wants players to have freedom during the offseason. Their theory is that if you allowed teams to hold 'voluntary' full practices during the offseason, players that did not volunteer during the offseason would find themselves not given a fair shake during mandatory training camp. And thus the 'voluntary' off-season activities would essentially become de facto mandatory sessions for anyone trying to keep their spot on the team. Many player like their coaches though and do want to work with them during the off-season. So that is where the compromise comes in allowing individual workouts at a player's request and allowing observation but not coaching of player organized group events.
Because if it were allowed, many teams, especially hard ass coaches, would "encourage" players to participate in "voluntary" workouts in the offseason. Read that as force them to participate in mandatory workouts. This happens in all sports, although in baseball players are allowed to get together with a hitting instructor or pitching coach in the offseason from the team. Football and basketball put strict limits on the ability of a coach or organization to facilitate or participate in practices and such because players wanted to be able to have a guaranteed offseason without fear of repercussions from the team.

I'm curious how the NBA and the NBAPA are going to handle the photo, assuming they ever catch wind of it... Regardless, I think it says a lot about McHale and the team that they would actually invite him out to participate in the informal training sessions. If there were really any issues between the players and the coach, they wouldn't even bother asking him to come out. Everyone seems really excited for the upcoming season, and they're all working together as hard as they can to be as prepared as possible. That can only mean good things.
Players and coaches meet up to practice all kinds of things in the offseason. Parsons had a workout with Bickerstaff in Houston after the Howard press conference. CD would work with the bigs in the offseason. Players go to Toyota Center to workout in the gym all throughout the offseason. The only time it would be an issue is if we had a lockout.
Feigen's article said Morey and the coaches would be in LA, holding individual workouts but not team practices. I think that's why we didn't bring the whole team in. Now if the players want to scrimmage, they'd have to do it freestyle, without the coaches' input. The Rockets have been fined many times. They even announced the players would hold a mini-camp in LA organized by Harden and Parsons. Relax ...
