FIBA does not allow that kind of contact. Reaching and moving screens are fouls in international basketball. Now, I don't know how the officiating was in Team USA's game against Brazil. But what you described is illegal in international basketball as well.
In Scola's first year with the Rockets, moving screens were a problem for him. FIBA is definitely more lax than the NBA in that regard. Same for reaching.

I missed almost all of it but it was close for a bit but USA had some big runs at the end of the first and during the second to open it up. Apparently Durant wasnt dominating as easy as he did in the previous games (from what I heard, take it with a grain of salt)
Three point clinic by Melo and DWill. Pops and Deng played pretty well for GB, but the USA defense was just suffocating. I think it benefits a team more, under FIBA / Olympics rules, to be more aggressive on the perimeter, regarding defense.
No, but the GB/England team has never been good. They might have had some fight in them if Ben Gordon hadn't snub them.
