According to UrbanDictionary, it means the same thing as word up and was popularized by Nate Robinson. My guess is that it is Washington slang.

TWill (and others, my guess is people from the state of Washington) at the end of every tweet writes #wordapp to attempt to make it a trending topic (I don't know, my guess is that is why he adds it to the end of every tweet).

I believe in giving credit where credit is due and this isn't in the same league as the antics that Charlie Sheen has endeavored over the years. However I think it'd be a good idea to sign sheen to the team. After all the guy has only one speed: "go."
