The actual lottery is held with numbered pingpong balls emerging from a hopper. Teams are assigned a four-digit number to match the numbers on four pingpong balls.

The Rockets were assigned a combination of 9-14-8-6. When the balls were uncovered, Frank checked the pingpong balls against the Rockets' assigned numbers.

Nine. Fourteen. Eight. And finally -- 10.

"We had all three of the numbers," Frank said. "If we had No. 10, we would have had the No. 1 pick.

"Then 6 came out. I was devastated."

    Man, that has to hurt.
