The civilians Hamas killed were not collateral damage. They were deliberately targeted. They weren't hanging out at the military bases that Hamas attacked, they were at a music festival, in their homes, hiding in shelters, etc. Hamas could have killed zero civilians and gotten just as many soldiers, because Israel has military bases where the soldiers and equipment are located. Israel cannot attack Hamas without killing civilians, because Hamas hides behind the civilians, using them as human shields. They operate out of schools and hospitals and mosques. That's the difference. It isn't about the numbers, it is about the intent. I don't think you understand what the term collateral damage means. When you are attacking a target and non target people/buildings/equipment/whatever are destroyed, that non-target destruction is collateral damage. There is no magic number at which it transmogrifies into not collateral damage, if the intent is to hit a target (ie Hamas) any damage done to not Hamas is collateral damage. There is no necessity of some mathematical calculation where you have to ensure it takes exactly some amount of other deaths to get the target. The idea of proportionality is concerned with those ratios, and some level of collateral damage can be determined to be disproportionate. It doesn't stop being collateral damage though.
