Alex is clamouring for a race to the bottom in order to stay on top. Ethical AI and military doesn't mix, so him assuring that they'll be responsible with it "more than the bad guys" when the bad guys are crippled with export restrictions is typical of the disingenuousness of the industries he's in (tech + defense)

China and Russia will only halt for reasons intrinsic to their authoritarian regimes, as they need to maintain control over every aspect of information and data.
