Easy answer: Because prosecutors do not yet have the evidence to do so.

Popular answer (aka conspiracy thinking without evidence): deep state, powerful agents, some combination of that.

Partisan answer: some political figure based on guilt by association.

And so, WHO and what are the evidences?

 

1) The government doesn't want to charge government assets with crimes. You lose all the work you put in to cultivate those assets.

2) The USA doesn't want to create another foreign policy rift with Israel over charging Mossad agents with crimes... when we have CIA agents all over their country doing things that likely run afoul of their laws. There's an unspoken rule in play here.

The DOJ is supposed to serve the American people. It is supposed to be independent of the Admin, though there have been concerns about that, including when Nixon attempted to use the DOJ to hinder the Watergate investigation, when Bush dismissed several US Attorneys that some deemed politically motivated and aimed at interfering with ongoing investigations and prosecutions (AG Gonzales resigned as a result), and when Trump attempted to stop the Russian investigation. Political pressure and attempts by the admin, some more than others, to push the DOJ one way or another are real issues, and there are mechanisms in place, such as career civil servants, legal guidelines, independent counsel, whistleblowers, and independent investigations of the DOJ to try to safeguard its independence and ensure fair application of the law to all, and for the DOJ to serve the American people instead of the POTUS or a political party.

Now, if independence of the DOJ is important to you, and it sounds like it is, you should be fully aware of Project 2025, where it guts all of those mechanisms to help keep the DOJ independent. The DOJ would be "loyal" and a "tool" to be used by the POTUS if Project 2025 is successful.
