If a team signs someone who isn't their own FA they have to wait 2 months. And even then, if it looks suspicious they could get into trouble. Something similar happened several years ago with Portland and New York when the Knicks were trying to acquire Dudley who was a Portland FA, and the NBA and the Knicks/Blazers went to court.
