Apparently this Thibs FO has a reputation of being hard to work with, and they're even worse than normal for this Jimmy Butler situation.
Worse for the Heat. The Rockets had a deal until a new GM got put in position. That is what changed it. Situation now with the Heat is Thibs playing games. Get a deal on the table and then at the last minute demand more to piss off the Heat. Thibs can say he tried and get to keep Butler like he wanted all along. The question now is, will the owner step in and start pushing harder.
