I'm no authority on the subject, but my understanding is that promoters will only work with one network. I can only assume they have some sort of agreement, contract, etc. in place. So the titles themselves aren't divided by the networks, but rather since fighters/promoters typically won't fight on the other network, the belts end up staying with a particular network. Unless a title is vacated, and someone from the other network gains the title after that I would think.
