Blanchett's probably the best. Kidman certainly played up to her stardom from '99 onward and will probably catch up to Streep if she stays attractive enough to get top roles. Always like Rachel Weisz, Chloe Sevigny or Melanie Lynskey when they pop up in stuff. Parker Posey did such a great job building her brand in the '90s, she doesn't really have to do much to be enjoyable in even tiny TV work. Julianne Moore and Naomi Watts seem to have decent range for different supporting roles. I like seeing Anne Hathaway and Rachel McAdams do well, only because they're the same generation as Lindsey Lohan and Lohan was extremely close to having an A-list career.
I like Chloe Grace Moretz, Eliza Dushku, Mary Elizabeth Winstead, Kate Winslet, Cate Blanchett, Saffron Burrows, Alyson Hannigan, Lena Headey, Sigourney Weaver, Linda Hamilton, Ruth Wilson, and Emilia Clarke. I think my favorite actress might be Polly Walker though, if for no other reason than her portrayal of Atia of the Julii.

I can't for the life of me imagine anything Hamilton did outside of Beauty and the Beast that wasn't tied to James Cameron. Hannigan did a great job staying youthful and being perky enough to keep HIMYM running. I think she was in one of those Spoof Movies, so she certainly knows her limits.
