yes. At least when the Bucks were sold couple of years ago they had to go also through an owner voting. Also the NBA had hired a firm to go through every financial detail and on top of that they got a warning after because they were selling stocks to their family members and making them minority owners. This is a long procedure.
Silver is only going to let Tilman buy Rockets with him agreeing to move the team to the American League.
