Multiple Whistleblowers Raise Grave Concerns with White House Efforts to Transfer Sensitive U.S. Nuclear Technology to Saudi Arabia
    Feb 19, 2019
    Press Release

Cummings Releases Interim Staff Report and Corroborating Documents, Launches Investigation of White House, Agencies, and Others
Washington, D.C. (Feb. 19, 2019)—Today, Rep. Elijah E. Cummings, the Chairman of the Committee on Oversight and Reform, issued an interim staff report after multiple whistleblowers came forward to warn about efforts inside the White House to rush the transfer of highly sensitive U.S. nuclear technology to Saudi Arabia in potential violation of the Atomic Energy Act and without review by Congress as required by law—efforts that may be ongoing to this day. The report states:

“The whistleblowers who came forward have expressed significant concerns about the potential procedural and legal violations connected with rushing through a plan to transfer nuclear technology to Saudi Arabia. They have warned of conflicts of interest among top White House advisers that could implicate federal criminal statutes. They have also warned about a working environment inside the White House marked by chaos, dysfunction, and backbiting. And they have warned about political appointees ignoring directives from top ethics advisors at the White House who repeatedly and unsuccessfully ordered senior Trump Administration officials to halt their efforts.”

The report warns that that White House efforts to transfer sensitive U.S. nuclear technology to Saudi Arabia may be accelerating after meetings last week at the White House and ahead of a planned visit to Saudi Arabia by the President’s son-in-law, Jared Kushner:

“The Committee’s investigation is particularly critical because the Administration’s efforts to transfer sensitive U.S. nuclear technology to Saudi Arabia appear to be ongoing. On February 12, 2019, the President met with nuclear power developers at the White House about sharing nuclear technology with countries in the Middle East, including Saudi Arabia. In addition, next week Mr. Kushner will be embarking on a tour of Middle Eastern capitals—including Riyadh—to discuss the economic portion of the Administration’s Middle East peace plan.”

The report highlights concerning events involving Saudi Arabia, including the brutal murder of Washington Post columnist Jamal Khashoggi, which was met with equivocation by President Trump and other top Administration officials, and the refusal by the White House to submit a report on Mr. Khashoggi’s killing that was requested on a bipartisan basis by the Senate Committee on Foreign Relations.

The report indicates that there is now serious, bipartisan concern with the Trump Administration’s efforts to transfer sensitive U.S. nuclear technology to Saudi Arabia. For example, on October 31, 2018, Republican Senators Marco Rubio, Todd Young, Cory Gardner, Rand Paul, and Dean Heller sent a letter to President Trump urging him to “suspend talks related to a potential civil nuclear cooperation agreement between the United States and Saudi Arabia” due to “serious concerns about the transparency, accountability, and judgment of current decisionmakers in Saudi Arabia.”

The report describes new documents and communications between White House officials, including former National Security Advisor Michael Flynn, former Deputy National Security Advisor K.T. McFarland, and former NSC Senior Director for Middle East and North African Affairs Derek Harvey, as well as with Thomas Barrack, President Trump’s personal friend of several decades and the Chairman of his Inaugural Committee, and Rick Gates, President Trump’s former Deputy Campaign Manager and Deputy Chairman of the Inaugural Committee who has now pleaded guilty to financial fraud and lying to investigators.

Today, Cummings also sent letters to multiple entities involved with promoting this plan, including the White House; the Departments of Commerce, Defense, Energy, State, and Treasury; the Joint Chiefs of Staff; the Central Intelligence Agency; Flynn Intel Group; IP3; ACU Strategies; Colony NorthStar; and Mr. Barrack.

You think? It’s hard to believe that this administration is such a clown show that this story isn’t blowing up yet.

Pretty much any admin will sell arms to the Saudis.

Maybe not as blatantly as this one or as openly right after the murder of a journalist/dissident.

But that's one of the levers if/when Iran becomes nuclear. Open secret.

After reading the thread on the india/Pakistan tension, I read a little bit about how Pakistan got into the nuclear field (for energy, not weaponized, originally). We and Canada, among others helped them on their way.

And it was a mistake, in my opinion. This news about the trump administration wanting to give Saudi Arabia highly sensitive nuclear technology is wildly irresponsible, if true. If it is true, some people in the administration should be going to jail, in my opinion. This is from the BBC:

The US is rushing to transfer sensitive nuclear power technology to Saudi Arabia, according to a new congressional report.

A Democratic-led House panel has launched an inquiry over concerns about the White House plan to build nuclear reactors across the kingdom.

Whistleblowers told the panel it could destabilise the Middle East by boosting nuclear weapons proliferation.

Firms linked to the president have reportedly pushed for these transfers.

The House of Representatives' Oversight Committee report notes that an inquiry into the matter is "particularly critical because the Administration's efforts to transfer sensitive US nuclear technology to Saudi Arabia appear to be ongoing".

President Donald Trump met nuclear power developers at the White House on 12 February to discuss building plants in Middle Eastern nations, including Saudi Arabia.

And Mr Trump's son-in-law, White House adviser Jared Kushner, will be touring the Middle East this month to discuss the economics of the Trump administration's peace plan.

Saudi Arabia has said it wants nuclear power in order to diversify its energy sources and help address growing energy needs.

But concerns around rival Iran developing nuclear technology are also at play, according to US media.
Previous negotiations for US nuclear technology ended after Saudi Arabia refused to agree to safeguards against using the tech for weaponry, but the Trump administration may not see these safeguards as mandatory, ProPublica reported.

Critics say giving Saudi Arabia access to US nuclear technology would spark a dangerous arms race in the volatile region.

The House report is based on whistleblower accounts and documents showing communications between Trump administration officials and nuclear power companies.

It states that "within the US, strong private commercial interests have been pressing aggressively for the transfer of highly sensitive nuclear technology to Saudi Arabia".

These commercial entities could "reap billions of dollars through contracts associated with constructing and operating nuclear facilities in Saudi Arabia".

Mr Trump is reportedly "directly engaged in the effort". The White House has yet to comment on the report.

The report includes a timeline of events and names other administration officials who have been involved with the matter, including Energy Secretary Rick Perry, Mr Kushner, Mr Trump's inaugural committee chairman Tom Barrack and former National Security Adviser Michael Flynn.

Flynn was found guilty of lying about Russian contacts by special counsel Robert Mueller as a part of the inquiry into alleged Russian meddling in the 2016 presidential election.

The commercial entities mentioned in the report are:
    • IP3 International, a private company led by ex-military officers and security officials that organised a group of US companies to build "dozens of nuclear power plants" in Saudi Arabia
    • ACU Strategic Partners, a nuclear power consultancy led by British-American Alex Copson
    • Colony NorthStar, Mr Barrack's real estate investment firm
    • Flynn Intel Group, a consultancy and lobby set up by Michael Flynn

It is a sad day for our nation when this kind of thing is possible. There is so much wrong with it.

Nuclear tech? Is that specifically nuclear weapons? What systems?

If WMDs, then this is a huge screw up. I am suspicious when I see vague terms like nuclear "tech."

Either way, whatever it is, it should be done legally and I don't like the idea of helping a country so prone to human rights violations. No way.

Any surprise that michael flynn (former national security adviser to trump, charged with lying to congress re: russia dealings) and tom barrack (close trump friend, chairman of trump inauguration, has been a middleman between trump and middle east, and interviewed by Mueller re: russia and financial dealings) are the two behind this?

Flynn-backed plan to transfer nuclear tech to Saudis may have broken laws, say whistleblowers
Investigators fear President Trump is still considering the plan, which was pushed by Flynn and Trump friend Tom Barrack.

This should be wildly unpopular with pretty much everyone but something tells me they'll find a way to justify it. Insanity.

Been the same line since weapons tech started being sold - "Keep your friends close and enemies closer. By providing unstable regimes with firepower, we're making money for our people and keeping down insurgencies. "
Always backfires when you base a large part of your own economy on selling violence.

That's definitely the pattern, but this one is particularly egregious. Saudi Arabia will be in financial trouble within 5 years, and the ruling family continues to (rightfully) snatch goodies away from their religious partners, many of whom are fuming internally. The timing of this news - though I'm totally aware the media and different factions of the government make stuff up about Trump sometimes - is really, really bad.

Will they really? From what I hear, Saudi and the UAE have done a good enough job at diversifying from their oil assets, including a transition to renewables. The ME won't be the bottomless pit of money it once was, but they were never expecting to. Much easier to manage countries with smaller populations. You'll never have a religious revolt in a well financed country because it is never as important as people being able to feed their families.
