Sadly, you're probably right. Not sadly, the person is an idiot and earned those walking papers. Back to sad, Fox apparently has no quality assurance process to protect themselves from being embarrassed by one ignorant graphics person. And to make it a little sadder, this afflicts much of the news business now because they want to be so quick about getting new news out all the time so they don't proofread their own stuff anymore.
