Separate from whatever tortured political point the OP is trying garner from this article, Russia is by all rights still one of the world powers; and for better or worse due to the stability, decisiveness and cynicism that Putin brought after Yeltsin. Russia has an added advantage over America because they're not ideologically or diplomatically constrained: they're large and Western enough to be rich and well-armed, but they have an antagonistic enough history recently enough with their closest cultural and ethnic kin that they trust no one and will trade or negotiate with everybody. In many respects America might have been like this if we hadn't had to intervene globally after the early 1900's.

Part of the reason for this also, is that Russia has an aging population and a declining birthrate. Putin has been encouraging young Russians to marry young and have 3 kids to keep the population stable and to keep the work force large enough to pay for the next generation's pensions.

The story I remember from a few years ago was that an adopted kid was "returned" to Russia after they had problems with him. It was a diplomatic stink-fest.
