I love welding (mig/tig) as a who-gives-a-****. Working on some pretty proper metal art, it's fun as hell.
You don't want a welder. Not sure how a metallurgist would even fit into the picture, so you definitely don't need one of those either. You need a decent machinist with a metal cutting CNC machine and a plate of a relatively soft metal.
Yep, there are quite a lot of machine shops that could do simple stuff like this I imagine. Just do a google search for machine shop, email them and send them the pick of what you want done fatty.

you might be better off going to a plastic sign fabricator and having such a sign made by routing double-layered sheet material. the state parks where we live are all shifting from the traditional wood-routed signs to such plastic signs, and they look like they will hold up much better over the long haul--and undoubtedly be a lot less expensive to make as well. just another option. one vendor with pics of how it's done: https://www.woodproductsigns.com/hdpe-plastic

The sign itself looks awesome, the physical quality, but man I think you can do better... it reminds me of some of those overly wordy I don't call 911/general my rights joke bumper stickers (not that I take issue with their message, just kind of cringy). A straightforward "no trespassing" sign made like that (sans the green font) would be more effective and less rube-ish.
Oh....Also, I don't think you know what a metallurgist actually does. Pretty sure they don't make signs
