It's all subjective and unless we have armed soldiers at every corner (a real possibility), people need to use their best judgement.
"Shelter in place" means you have to shelter in the place you are no matter what...wherever that is. If you are in a port-o-potty and heard the announcement, then tough sh_t and good luck!

Keep doing what you're doing. Stay at home ... unless you want to go out for a walk, park or to the store. Stay 6-feet apart ... except at the store when we're a foot apart, touching the same things and same nasty ass shopping carts. Restaurants/bars closed ... but you can still come in contact with someone with pickup, delivery & drive-thru. Chefs, cooks, workers, delivery drivers touching yo ****! 6 feet apart chefs & cooks! Gatherings of 250 100 50 30 10 people ... 11 people BAD!, 10 the limit, 9 people OK. Schools closed ... but daycare(s) still open. NOW stay home & wash your hands! But only if you want to. Really, this whole thing, people needed to be told to wash their hands. LOL
