Not true. 1. Roster spots are very tight. 2. There's several teams wanting to exit the luxury tax that aren't going to waive guaranteed salary to claim Qi. 3. There's only one team with cap space for a salary dump. (Sac) 4. There's only a few available substantial trade exceptions. And Denver owns most of those. And they're not willing to pay the luxury tax. 5. There's still 75% of the teams in the playoff hunt, many of whom are looking for trade upgrades since cap space and rusher spots are so thin. 6. And there's a lot of uncertainty surrounding some of the league megastars and their looming free agency. All these factors hindered teams ability to claim Qi. You've reached an erroneous conclusion. There are several teams that in different circumstances would have claimed Qi.
