I myself has 3 tiers in the west:
Tier 1 GM: 3 Rings or more
Tier 2 GM: above 4 GMS
Tier 3 GM: little experience or little playoffs achievement

Rank David Griffin, Sam Presti, Daryl Morey, Donnie Nelson
The most importantly, explain the ranking reasons.

The 47-year-old David Griffin was Cleveland's general manager from 2014-2017, and he had a significant hand in constructing the roster that went to four straight NBA Finals and won the NBA championship in 2016. Griffin was GM of the Cavs when LeBron James re-signed with Cleveland following a stint with the Miami Heat.

The 43-year-old Sam Presti is a NBA basketball executive. On June 7, 2007, Presti was hired as the general manager of the Seattle SuperSonics, who later relocated and became the Oklahoma City Thunder. In the summer of 2010, the team extended his contract.

The 47-year-old Daryl Morey is an American sports executive who is the general manager of the Houston Rockets of the National Basketball Association. He is a strong proponent of analytical methods, having created the true shooting percentage statistic, and co-founded the annual MIT Sloan Sports Analytics

Donnie Nelson was ranked the third-best general manager of the decade after producing nine 50-plus-win seasons in a row and the first Finals appearance in franchise history in 2006.Nelson assembled the Mavericks team that would later win the 2011 NBA Championship.

if for some reasons, Morey quit the job in 2022 or something, Tilman can have 3 other options.
Per Jonathan Feigen of the Houston Chronicle, the Rockets and GM Daryl Morey have agreed to a four-year deal that kept him with Houston through the 2021-22 season.

In one order or the other, Masai Ujiri, R.C. Buford, Jerry West. I wouldn't put anybody in the top ten except for those three. There is too wide a gulf. Maybe Presti at #10.
