Yes. In that scenario, the cop can likely arrest you. But their right of way doesn't mean they can simply run over you. It seems fairly intuitive and something most basic humans should understand. This is also with Detroit PD didn't try to make this argument as their justification.

Just watched the video. I don't have an issue with the way the cops 'bumped' the protesters off. Pretty scary to have a bunch of crazy ****s swarming your car, I think they did the best they could to keep the crowd from getting denser.
