They will probably have some summer interns separating the wheat from the chaff. The GM will only see 1% of the material they get. I think it's a good publicity stunt (though it opens them up for jokes about how bad they are at the draft). And, though they'll probably get a ton of junk, there are probably a few hard-core guys who'll bring an interesting idea or two. And why not? It's cheap for them.
If I was an owner I'd definitely try to acquire a 2nd rounder or something and let fans within a specific zip code that have also passed a required mini-exam make the pick online somehow. A voting system. Perhaps reveal 5 names when the pick comes up and close the poll within the time limit window. Gotta throw those fans a bone and maybe show them they don't know what the hell they're doing.
Even second rounders are probably too valuable to do that with. But, maybe at the very end, 55+ in the draft, it'd be cool to do. I think I'd make it a total popularity contest though. Tweet out a short list, and the candidate who gets the most votes in the 5-minute window gets drafted. It'd probably go to the guy from the biggest college program. You'd make headlines the next day.
