Forgiving is good for Paul but not the whole society. They won't be better persons after those years surrounded by even worse people in jail. It wastes tax payers' money to keep them in jail, as DD said. It will waste more if they are out.
Nope. The process to get a person executed costs a ridiculous amount, much more than keeping them in prison. Afterall, there are so many proceedings to go through, they have to make sure the person is 100% guilty.
