HIPAA applies to the paid care giver, not a witness. If I give you a Heimlich and then tell a friend, it's not a HIPAA violation.

While we all agree it's not it to a HIPAA violation, I do agree it was a bad move on Bill and Bull. This guy wants to get promoted by other teams one day and while an employer may never admit it, a 50 year old with perfect health might get a job over a 45 year-old with a checkered heart history. In today's profit driven world, many times, money comes before loyalty or qualification.
It is not a HIPAA violation, but likely something he can sue the Rockets organization over. This really doesn't surprise me about Bill. Bill is a representative of the organization and just pointed something out about a coworker that is private / health related that can effect his ability to gain employment in the future.
