My guess is they would say it wasn't part of the play, it was after the play. So it's not an unnecessary play, it's just an aggressive act like a shove. But I agree, to the neck and obviously malicious in intent.

 

Not being a part of the play makes it even worse imo no?

Completely uncalled for and I hope the rockets sent a grievance to the league office.

 

But I can't remember any specific incidents where a flagrant has been called for a clearly aggressive act outside of a play. If players push each other after a play, techs are called, not fouls typically.

That's my guess.
