Whatever happened to the Barkley exception?

I believe Popeye made reference to it in a post a few weeks back: about it's rejection by the league. This must have passed me by. What criteria does the league use to grant salary slots? Is Barkley's impending retirement an issue?

I've said in the past as well that Barkley's injury can give us money to use for a replacement, following Popeye's lead. We really are wrong. Technically, feasable. But no chance. This isn't the same as Phills.

Carolina gets no cap relief for Phills for 2 years...and no replacement player exception...see below. We can get nothing for Barkley, if he retires!! And we get no replacement player if there is no likelihood of the player returning to play. Clearly the case with Barkley.

The CBA does not allow cap compensation for career-ending injuries or death the year of the retirement. There is a waiting period of 2 years (can you believe that!!). Given that Barkely doesn't count towards the cap next year anyhow, we get nothing for his retirement.

here's some tidbits from the CBA:

As for the Replacement player scenario of the Disabled Player Exception.

That is a futile attempt by the Rockets to get, because it is intended for someone that conceivably can come back to play. The NBA treats career-ending stuff under the Magic Johnson scenario above.
