every non-playoff team gets lotter balls. They select the balls secretly, and order everyone. The 4-12 picks are ordered by winning percentage EXCEPT for those lucky enough to pop out as the 1-3 lottery balls selected.

so if 10,1 and 7 are select 1st - 3rd (they used weighted numbers of balls to have different odds for each team, the order would be:

    10, 1, 7, 2, 3, 4, 5, 6, 8, 9, 11, 12

As for college talent...don't forget underclassmen, HS-ers and foreigners. Look and the recent draft to see how valuable those are.

Thanks for the info. It has been awhile. I remember it was sheer luck or some dirty behind the scenes deeds that got Orlando the #1 pick 2 years in a row and a jump start to their finals appearance against the Rockets.

so....here are a couple of questions. First, do you think the Rockets will end with more than 25 wins? Second, where do you think they will land in the lottery? Is it that the bottom teams who don't make the playoffs get to draw a number? Or is it only the bottom 4 or 5 who draw the number for order of picks? Third, what college players are even out there who are worth much attention? Maybe the better bet is to try to squeak into the playoffs with a quick personnel change. Trade 3 or 4 less-used guys for a proven talent to augment Francis, Cato, Mobley, and Shandon Anderson?
