All teams should have been required, or have a future upgrade plan, to have a retractable roof option for their stadiums. We all know how much money is involved in these games... and how impactful cancellations/postponents are. A roof pretty much pays for itself within a few years, and certainly within the lifetime of the ballpark. Additionally, with a roof, these venues have the ability to host more than just baseball which also helps recoup the investment.

Stadiums should float and be portable. The idea of a stadium that can't move because of weather is dated. There's no need for a roof if the stadium can float.
