Eh, I think it very clearly is using "aliens" as an appositive for "foreigners ... who belong to the families of ambassadors or foreign ministers ..." The fact that they didn't list children born to illegal immigrants as an exception is not evidence that we shouldn't, in modern times, adopt such an exception (via constitutional amendment process). Illegal immigration was not even something under discussion at that time.
