The dude was our KD defense. Don't underestimate the effect of that on decision making. Also, Robert Covington has been an okay player on losing teams while scoring 13 a game. I know his three point percentage is good. I know he's a decent defender, but I also know he wasn't going to play for a million a year for the rest of his life. He's not a needle mover, so no need to pay him. He's seriously overpaid right now. You don't hand him the ball and ask him to go win a game for you. He's a 3 and D guy. He was pipe dreams anyway. I don't know why you're obsessing over a guy we were going to release regardless of Garcia.
Chris Clemons was a non-draft pick signed as a free agent this offseason. The earliest he can possibly be traded is December 15.
FYI: I wouldn't read too much into these moves. They were done solely to add Exhibit 9s to their contracts and help minimize the risk that the Rockets would incur a cap hit if any of these guys got injured during training camp.
