I like Cam a lot too. I suspect by mid season at the latest he'll force his way into our rotation. Hopefully he shines in training camp. He's going to be our Draymond.
Nothing prevents the Rockets from assigning Troy Williams to RGV. He's a player with less than 3 years experience. Those guys can be assigned an unlimited number of times.
