Yes. Not even close. JBC was a very talented player with a good offensive game. He wasn't a superstar but he was very good. Waiters rarely got off the bench.
I used this criteria to make my decision as well. Granny was one of the greatest Rockets ever in the history of the franchise, but very little of it has to do with his basketball prowess.

Granville (Ohio State) was 2-0 vs. Joe Barry (Purdue) in college. That was the year Purdue made the Final Four. I don't remember either guy in the NBA.
Didn't we trade Sampson and Sleepy Floyd for Barely Cares? Both those two were all stars before they came to the Rockets but it seemed they just became role players here. If only a majority of Dream's prime years weren't spent with a thin cast.
JBC was a good player early in his career. He never was much of a rebounder, but he could score. Unfortunately, his career went downhill a soon as he was traded to the Rockets. Waiters seemed like a really nice guy, but he was a complete scrub his entire career. And his career didn't last very long.
