You try to stop a police car in the middle of the road. I think they have the right of way and pedestrians can’t walk in the middle of the road during traffic. Police, Fire and emergency vehicles have the right of way on a road. I believe that’s how it works, roads are for vehicles sidewalks are made for pedestrians
