They're trying to balance the public statements from Morey earlier in the week with the sourced intel here. The article cites "growing confidence" and says the Rockets "feel good" about their chances. Also says Butler and Harden are "particularly close." I wouldn't say it's hinting they most likely stand pat.

The part about it being "much too soon" to have a sense of how Butler feels... I think we all know better than that. The team has to be guarded in what they say prior to June 30 at 5 p.m. It is what it is.

2.) It's basically trying to reconcile what the recent reporting (and public statements) has been with the new information from today. It's certainly possible, I just wouldn't characterize it as hinting at all. If that were the case, they'd lead with that angle, as they did Monday

Exactly. He’s obviously undecided. If getting his money now is his biggest priority that’s completely fine but by not opting in he’s taking away at least one more key rotation player and hard capping the team. If Houston is his choice then He needs better explanation of how little it affects him financially if he opts in and signs a max next year. In fact we could do 1+5 and make sure he’s getting maxed into his 30s.
