A couple of problems in your scenario. If Parker signed the QO, then he can't be traded for 3 months or until Dec 15th whichever is later. Parker would also have to approve the trade. Since your scenario has Parker on a 1 year deal and Milwaukee would have his Bird rights at the end of the season, then Parkers Bird right would not transfer to Houston so you cant sign him to a deal like that.
