yes, he is. It is clear that Zhou Qi has moved ahead of Nanu in the "bench non-rotation" players. I don't see any role for Nanu on this current Rockets team. He is behind Trarik Black and Qi. Nanu's ceiling probably is Black right now. Which isn't bad per se for a 2nd rounder, except we have Black. It is clear that MDA loves the potential in Qi with his shot blocking length and ability to play "5 out" with his 3pt shot.
Think how much easier it is to play PJ at center when you have Zhoubert out there to clean up the paint defensively
