Dwight Howard and Chris Paul have reached verbal agreements. Who's next?
The first week of free agency is in the books, and the dust is starting to settle as the bigger free agents are coming off the market. We started with an early April list of the top 30 free agents, then updated that list after the end of the NBA Finals. Here's version 3.0, with updates for those free agents who have already verbally committed to teams (including the actual average annual value of their deals), although remember that nothing is official until July 10.

The following is my ranking of 2013's top 30 free agents, sorted by the average annual value (AAV) of the new contracts I believe each player deserves under the rules of the CBA. To make my contract value estimates, I used many of the same factors that I used as a member of the Phoenix Suns' front office: age, injury history, value of recent comparable player contracts, irreplaceability of skill set, contribution to winning, history of production, fit with style and culture, marketability and current cap situation, among other things.

Please note that the 2013-14 AAVs listed below represent my estimation of the approximate value of each player, not a prediction of what the player will receive on the market this summer. (Values denoted in millions of dollars.)

Agreed to 4-year, $88 million deal with Houston Rockets.

By verbally agreeing to terms with the Rockets, Howard forgoes his right to a fifth year and gets 4.5 percent raises instead of 7.5 percent. In his words, he's making a "$30 million bet" on Houston. Howard was also able to negotiate an early termination option (ETO), which would allow him to tear up his deal after the third year and either re-sign with Houston with a full Bird rights max deal, or entertain us all with another fun-filled episode of "Dwightmare." It will be interesting to see the sort of adjustments Kevin McHale will make to the Rockets' offense, as the 2012-13 version looked more like Mike D'Antoni's playbook than the Lakers' offense did.

Agreed to 5-year, $107 million extension with Los Angeles Clippers.

As expected, Paul verbally agreed to re-up with the Clippers for the maximum allowable deal. Since Howard took a non-Bird-maximum deal from Houston, Paul leapfrogs him in actual AAV by a hair. The Clippers' summer overhaul includes potentially adding knockdown shooters J.J. Redick and Jared Dudley, re-signing Matt Barnes and Ryan Hollins, and signing backup point guard Darren Collison, giving Paul some new weapons to spread the floor and added depth. Again, nothing is official until July 10.

Agreed to 4-year, $54 million deal with Detroit Pistons.

What a fickle place the NBA is: On one hand, the Detroit Pistons verbally agreed with the No. 3 free agent on this list at exactly the salary I had him valued at; on the other hand, Smith doesn't represent the best fit from a basketball standpoint, barring further moves. If the Pistons plan on starting Andre Drummond and Greg Monroe in their frontcourt (which they should), then they probably would be better suited with a spacer on the wing. Smith is a uniquely versatile player on both ends of the floor, but at some point during the season, expect Detroit to sit one of its young bigs and start Smith at power forward.

The Dallas Mavericks and Cleveland Cavaliers have allegedly set their sights on Bynum. Sources have informed ESPN's Marc Stein and Tim MacMahon that the Mavs' evaluation process of the 25-year-old Bynum's problematic knees will be "exhaustive," so expect any offer to include Prior Injury Exception (PIE) language protecting Dallas from being on the hook with big money should Bynum continue to experience health difficulties. Meanwhile, the Cavs might be preparing their own lucrative one-year deal for Bynum to help build up his value while helping Cleveland -- and without jeopardizing the Cavs' 2014 cap space.

Agreed to 4-year, $48 million deal with Golden State Warriors.

The Warriors managed to clear the necessary room to verbally agree with Iguodala, and will pay him almost exactly the AAV at which I appraised him ($11.5M). Having said that, Golden State would benefit greatly if Denver agreed to a sign-and-trade for Iguodala (in return for a traded player exception), which would allow Golden State to retain all of its over-the-cap exceptions (midlevel, biannual). This will be one of the best acquisitions of the offseason so far, in that a playoff team knocking on the luxury tax door will have managed to add an impact free agent. In the process, they lost two big contributors (Jarrett Jack and Carl Landry), but for the money being paid out Iguodala will represent a much better investment.

Agreed to 3-year, $36 million deal with Indiana Pacers.

Verbally agreeing to bring back West ensures continuity for the Pacers, allowing them to build on their incredibly successful 2012-13 campaign. Indiana will re-sign West to an AAV that was also almost identical to my appraisal ($11.1M); the main difference, however, is their guarantee of his entire deal and inclusion of a player option. This opens them up to exposure down the line if West's body begins to betray him.

Pekovic is learning firsthand how restricted free agency stinks when your team wants you back. As the Timberwolves await a competitor to put together an offer sheet, they hope to avoid bidding against themselves and overpaying for Pekovic's services. His hope is that one of the losers of the Dwight Howard sweepstakes gives him a lucrative offer sheet.

Agreed to a 3-year, $41 million deal with the Charlotte Bobcats.

Charlotte will pay a decent amount over my valuation for Jefferson ($10M/year), but some of that is traded off in the flexibility gained by giving him a shorter deal with a player option that he will almost certainly decline. While Jefferson's signing will signify the beginning of Charlotte's exit strategy from "Tank Land," one has to wonder if they could have leveraged one more asset haul from their cap space by waiting to facilitate Golden State's expiring salary purge.

Agreed to 2-year, $19 million deal with Atlanta Hawks.

The Jazz renounced the rights to Millsap when they agreed to take on $24 million in expiring contracts (and two first-round picks) from Golden State, and he subsequently quickly reached a verbal agreement with the Atlanta Hawks. The higher AAV is more than justified by the shortness of the deal, and Millsap should be able to fill in nicely into the departed Josh Smith's power forward slot as a blue-collar rebounding forward who can also space the floor and play out of the high post opposite Al Horford.

Agreed to 4-year, $44 million deal with the New Orleans Pelicans.

New Orleans' offer to Evans was actually the first major deal of free agency reported. I broke down how the combination of Evans, Jrue Holiday and Eric Gordon as three high-priced guards who need the ball to be effective would be troubling; since then, word has emerged that Evans will be playing a Manu Ginobili-type role as a 30-plus-minute per game bench player. If he can accept that role, it might work basketball-wise, but it doesn't change the fact that New Orleans is projected to pay roughly $33.8 million to those three players, which isn't the most efficient allocation of resources for a small-market team.

Agreed to a 3-year, $24 million deal with the Milwaukee Bucks.

The Bucks almost hit the bull's-eye on my suggested AAV for Mayo's contract ($7.5M), and managed to shorten the deal by a year. Mayo's verbal commitment to Milwaukee likely shuts the door on any Monta Ellis return, but won't move the needle considerably in terms of wins and losses. As currently constructed, the Bucks offer Mayo the opportunity to be the No. 1 offensive option, a luxury he hasn't had since his days at Southern Cal.

Like Jennings and Pekovic, Teague is a restricted free agent in limbo, waiting for an offer from the Hawks or an offer sheet from another team. Unlike Jennings and Pekovic, Teague is frustrated by this process. Welcome to the NBA, kid.

As expected, Kirilenko opted out of his second year and is testing the free-agent market. After the verbal agreements of Chase Budinger and Kevin Martin, it is all but certain Kirilenko will not return to Minnesota. The Spurs were rumored to be interested in Kirilenko early, but likely won't have much to offer after verbally agreeing with Tiago Splitter, Manu Ginobili and Marco Belinelli.

Agreed to 3-year, $15 million deal with the Denver Nuggets.

It looks like I wasn't the only one wary of Hickson's production explosion in a contract year (I suggested $7.5M per year), as few teams had stepped up with a concrete offer, until the Nuggets. The AAV represents an excellent bargain, but Hickson will join a power forward rotation that already features Kenneth Faried, Anthony Randolph and newly acquired Darrell Arthur, none of whom could be confused for a defensive stalwart. As with most deals consummated at this point of the summer, you have to wonder if there is another trade in the works.

Jennings remains unsigned as another restricted free agent waiting on an offer sheet. There had been rumors that the Mavericks would make a strong pitch for him, but the acquisitions of Jose Calderon, Devin Harris, Shane Larkin and Gal Mekel have all but slammed that door shut. As the number of teams with the need for a point guard and the ability to pay dwindle, Milwaukee has a better chance of retaining Jennings. Ultimately, if he can't come to terms with the Bucks, he might end up accepting the qualifying offer of $4.5 million, which would afford him a no-trade clause for the season and unrestricted free agency at the end of it.

Agreed to 4-year, $36 million extension with the San Antonio Spurs.

San Antonio made it a priority to sew up Splitter's deal early in free agency, and verbally agreed quickly with the Brazilian center. They paid $2 million over my valuation, and gave an extra year, indicating they either have higher hopes for his upside than I do or they felt there were teams willing to make even higher appraisals, which could have resulted in a costly offer sheet for the Spurs to match.

Agreed to a 4-year, $27 million deal with L.A. Clippers.

This could end up being be the third most impactful free-agency move this year, after Howard to the Rockets and Iguodala to the Warriors. Redick's skill set fits perfectly alongside CP3, both as a spacer and as a secondary ball handler out of pick-and-roll situations. The fact that the Clippers managed to sign him for only a hair above my valuation makes the deal even sweeter. Being able to potentially add Jared Dudley as an additional piece in the Redick sign-and-trade is also incredible value.

Agreed to 4-year, $20 million extension with the Memphis Grizzlies.

Memphis verbally agreed to retain the services of its three-time All-Defensive Team member for a million dollars less than my suggested AAV. It remains to be seen whether they fully guaranteed all four years, or left themselves an exit strategy should his abilities decline, as I suggested. Still, this would represent a solid move to keep an integral part of the team at a reasonable cost.

ESPN's Marc Stein reported the Hawks and Nuggets have both shown interest in Ellis, who may come to regret rejecting Milwaukee's extremely generous extension efforts earlier this year. Atlanta can offer more money, but will likely extend a short-term contract similar to that offered to Millsap. Denver can offer long-term security, but needs to move Andre Miller to free up some flexibility. If Ellis doesn't have a definitive offer on hand, Milwaukee will be forced to renounce his rights, eliminating any opportunity he might have to be signed and traded to an over-the-cap team.

Agreed to 4-year, $28 million deal with the Minnesota Timberwolves.

Minnesota is banking on Martin's return to Rick Adelman's offense to be as fruitful as it has been in the past. Martin definitely fills a need for perimeter shooting for a team that was at the very bottom of the league in 3-point percentage. Still, at $2 million higher than my suggested AAV ($5.5M), the Wolves will be paying a premium price for his talents.

Denver made the unexpected move of trading away Kosta Koufos to the Memphis Grizzlies, opening up the backup center position for Mozgov. However, the signing of J.J. Hickson further clogs the bigs rotation in Denver. Furthermore, a dark horse competitor for his services has entered the picture, as Lokomotiv Kuban has reportedly made a four-year offer to bolster their roster in anticipation of its inaugural Euroleague season. After spending a season nailed to the bench, Mozgov might welcome an opportunity to return home and be a bigger featured option.

Agreed to 4-year, $22 million deal with the Washington Wizards.

Webster was the perfect complement alongside John Wall and Bradley Beal, as an excellent 3-point shooter (especially from the corners). The Wizards still have Trevor Ariza under contract for $7.7 million this season, but now can comfortably seek to move him to open playing time up for rookie SF Otto Porter. The extra year Washington gave Webster may end up being more trouble than the extra million overage on my suggested AAV ($4.5M); as Porter continues to develop and plays a larger role, Webster will be pushed into more of a specialist role and the Wizards will be overpaying him in that capacity.

All signs point to Birdman re-upping with the Heat at a deep discount in an effort to make another run at the NBA title. One solid contract offer can change his mind, though, and there will be teams looking for an energy big off the bench (like the Warriors).

Agreed to 4-year, $25 million deal with the Cleveland Cavaliers

Cleveland's verbal agreement with Jack definitely has a place on my "inefficient allocation of resources" list; while I understand the need to have a veteran point guard on the roster who can step in for the injury-prone Kyrie Irving and also play alongside him, there were more cost-efficient options on the market. The team option gives them some flexibility, but you'd hate to see Jack's 2014-15 salary get in the way of the Cavs' free-agency aspirations next summer.

Agreed to 4-year, $25 million deal with New York Knicks

In the end, Smith and the Knicks were meant to be, hence the verbal agreement to re-sign. They couldn't afford to try to replace his production armed with only the taxpayer midlevel, and he wasn't going to get any meaningful offers from any other teams (making marginally more money to play for the Bucks does not count as meaningful, Knicks fans). This type of deal is typical of a team so far beyond the tax threshold that there's no coming back.

Agreed to 4-year, $24 million deal with the Atlanta Hawks

Once the Hawks realized CP3 wasn't walking through that door (in the wee hours of July 1), the need to maintain enough cap space to sign two max free agents became unnecessary. This allowed Atlanta to spend a little more on Korver to have him verbally commit up quickly. Similar to Webster and the Wizards, I hesitate to commit that much guaranteed money to a specialist, especially when you can make the argument that Korver brings less to the table than any other free-agent shooter on the market.

Agreed to 4-year, $29 million deal with the Dallas Mavericks

Apparently I underestimated the level of interest in Calderon, as this verbal commitment had the highest discrepancy between my suggested AAV ($3.1M) and its actual AAV. Calderon is an excellent shooter, makes minimal mistakes with the ball and has been one of the most underrated playmakers in the league. That said, he is a suspect defender and, at 31, doesn't figure to get any more spry. The Mavericks' signings post-Dwight Decision have been all over the map, and the last thing they need to do is get tied into a bunch of long-term deals by default.

Agreed to 2-year, $6 million deal with the San Antonio Spurs

It's ironic that I compared Belinelli to Neal two weeks ago, and it is Belinelli who is very likely taking Neal's spot in San Antonio. He brings the same sort of skill set (3-point shooting, combo guard ability) as Neal, but gives better size and sounder team defensive abilities, and at an AAV of $2.8 million per year would represent a very affordable cost.

Despite having a career year in terms of contributing to a winning operation in Chicago and showing more consistency on the defensive end, Robinson remains unsigned. I called him a hired gun, and, as often is the case, teams don't turn to hired guns unless they absolutely need to. Expect Robinson to sign later in the free-agency period.

One player stood out to me. Gary Neal. I know he has been somewhat inconsistent in his career shooting wise but he did show some good glimpses in the playoffs. He also is a decent ballhandler and since he is from the school of Popivich you know he has potential and very good discipline.

He is restricted, but the spurs did just sign Marco Belinelli and it could seem like they might not be too eager to bring him back. I think Morey should try for Corey Brewer first but if that doesn't pan out I think Gary Neal could be gotten for a bit of the mid level exception. We all know by now Daryl is a genius when it comes to RFA in this new CBA, just look how he got Lin and Asik.

He's out of our price range. Would rather use the Room Exception on a wing defender or a backup big man if we end up trading Asik.

After him playing a big role for the Spurs in the playoffs it's strange that they don't seem to want to resign him. I'd really like him as Hardens backup as he is a dead eye shooter that is still rather young. I don't know if our exception is. If e nought to snag him. But if we do get him I'd be happy - him or Brewer.

If we do move Asik I fully expect us to get a big man back, so I am not worried...

Maybe we could convince him to come here at a little bit cheaper and maybe back end his contract. Also if he do trade Omer or Lin or make any other trade, depending who we get we might have a little more too spend

If he would take less money to come here definitely. He's not afraid of the big moment and he's a great shooter which works well with our offense. I think he also takes better shots than a player like delfino did. Neal and Brewer are really the only two free agents left that we can afford/need that interest me.

I think Neal is a bit expensive. I think the Rockets should go for Anthony Morrow. He can shoot the light out. Dirk compare him to Peja and says he never seen anybody shoot like him. You just can leave this dude open. He always go to the line too unlike Daniel Gibson. Corey Brewer is not bad but he's not automatic from downtown though. I mean if you can get Neal all the better, but i doubt it.

I believe we only have the room exception ($2.5 mil) and minimum contracts to hand out.

I also like that idea of Anthony Morrow, but the only reason I like Gary just cause he has the final and playoff experience and can handle the ball well so even though we can have him backup Harden we can have him as a point guard when coach benches Lin in the fourth (sorry LOF'S) and insurance if Beverley does get hurt or Lin.

Otherwise another player on that list is Jeff Teague. Do you think he would be an upgrade over Lin and maybe at a cheaper price? With the savings with a trade of Lin and maybe a pick or even someone like Caanan (even though I am really high on this kid), we could get Teague and afford Gary Neal as well. Don't kill me for that idea, it's just an idea. Cause the article says that Jeff Teague isn't happy that the Hawks haven't offered him a contract yet, even though RFA are always offered contracts last.

I think Teague will get a least 8 mill per year.

Would be a nice pickup though I wonder how many minutes we have with all of these guys able to play minutes at the 2/3:

Parsons, Casspi, Garcia, Harden, Lin and Williams. We have Lin, Beverley, Canaan and Brooks at PG.

Not sure if it's worth giving Neal our mini mid level, especially since SAS is oddly letting him walk.
