WHO was playing two games - keeping China committed to their effort and to provide information to the rest of the world while warning the rest of the world what's coming. It's a tricky balance when you have sensitive leader that doesn't want bad press (every-time i say something like this toward china, I immediately reflect back to how far the US has fallen!) Taiwan was pushing WHO to do more to use THEIR information and to let them have information from China (there is some cringe worthy video conf call b/t WHO and TWN officials). They didn't get what they want and instead, they went there themselves and did their own investigation. They were the one that noticed something wasn't right back in DEC and was already starting their plan at that time (watching for cases of atypical pneumonia and sending a team to Wuhan to investigate). It's this type of intel and ACTING on it is that is paying off for them. You can compare and contrast them to the US response. It's day and night.

Just to be clear, the WHO is dependent on the information they are given and operate under the model of not being political and that governments will give accurate information. China hid the virus for some time until they could not and then they were extremely aggressive at combating it. It is very unlikely the WHO knew the timing at that time and were relying on the information provided by China. What concerns me with this blame game that US politicians (in particular this President) is that there is zero accountability. The President has almost no control over how China handles a pandemic and little control over a non political world agency like the WHO. What the President does have almost absolute control over is how the federal government responds to a pandemic. Yet all we hear is blame China and the WHO. We are supposed to have the highest standards but we have leadership that fears accountability.
I agree with this. My main point is that the WHO doesn't deserves as much blame. As you note they were faced with a dilemma. They are under budgeted as is and it would've been hard for them to undertake their own investigations especially if the PRC didn't cooperate.

I gotta admit, it was a good play to take these briefings outdoors. He looks a lot more photogenic under the sun and less pasty than in the briefing room. He's got the backdrop of American flags making him look presidential. Plus, he sound great miked up, while it's harder to hear the reporters making "nasty" remarks. His marketing savvy really cannot be denied. Of course, he's also proving to be more and more of a sociopath with each passing day. So, there's that.

To be fair, I was the first to publicly call for quarantine in Texas when others weren't taking it seriously, and I see no reason why someone with a landscaping business or who can follow safe construction procedures should be sitting at home in Michigan. Many are solo contractors who can maintain a distance and do their jobs outdoors.

The guidance says workers should regularly take temperatures, monitor symptoms, wear a mask and social distance, when work permits. than remain shut down throughout May. Some that depends on the rapid test availability, but most of it is having available thermometers, masks when near shared areas and keeping a distance.
Politico reports on the potential for states in the farm belt to have coronavirus outbreaks. Maybe nothing will come of this, but I wouldn't bet on it given how insidious the virus has been.
