They are actually desperate for people. They have thousands of jobs that they can't fill, despite tons of effort to fill them. They get the guys who want to join the FBI that no other federal agency wants to touch with a ten foot pole.
What happens in many bureaucracies that get politicized is that many of the "true believers" in the mission get forced out leaving the political apparatchiks to run wild. This is happening at an alarming rate in many agencies under this administration.
Yeah, I don't want to denigrate all of ICE. Obviously you have good agents there, too. And as mentioned above, the agency is understaffed. But what with President Stephen Miller's callous approach to immigrants as basically subhuman scum, it brings out the worst in those who are the worst.
They claim to be understaffed while spending resources arresting and detaining British tourist family with 3-year-olds? Doesn't sound very busy too me.

In the original WaPo story, the CBP did not make a comment after the reporters reached out to them. These "details" based on CBP statements appeared in a subsequent story. Let's see what the investigation turns up. I am not sure what nefarious schemes they could be up to with 3 small children in tow and $16,000 in cash.
Maybe not something "nefarious," but looking likely they crossed the border illegally on purpose. Which, I don't know...would you expect to be able to get away with that? "Dude, why did you drive your car through a ditch to get into United State...oh wait, you have some kids in the car? Nevermind, carry on"
