If Tucker is ready, that essentially makes Springer, Brantley, Tucker, and Alvarez the top 4 OFs for PT. Marisnick is likely 5th for backing up CF. Reddick would be a very expensive 6th OF. Kemp comes in as a cheap 7th OF. Fisher and Straw have options. If Tucker is able to take a starting OF spot before trade deadline.... Do the Astros keep 6 OFs on the active roster? Can the Astros move Reddick's contract without having to give up someone of significance so they can use that money plus other money for a pitcher? Will Astros receive anything of significance for Kemp? I'm not sure what happens at trade deadline as it depends on what other teams want.
And it doesn't count against the luxury tax.... Again, Tucker could be the centerpiece with a few other players. You get a ToR guy which allow you to put aside the loss of Cole for the next few years. With Noah, you're giving up WAY more. I can't speak for ownership, but if Nats eat part of the deal then I can see ways of this working out.

I don't know what Astros do. I would only say that I don't think any position player outside Bregman, Altuve, Springer, Brantley, Correa, Alvarez, Diaz, and Chirinos should be too comfortable.
