where did the idea of the rockets having to sign players by today come from? Is that a written rule by the league or was it another random cf's post that became believable somehow
Per Feigen we aren't. So as I said. Tillman found a new way to save money. Edwards may or may not count as a minimum player of the 14 required when he is called up (I can't find a source clearly defining this, only that there are two extra 2 way contracts on top of the 15. I can not find something saying that 2 ways cannot count in the required 14 when they are recalled. If you can find me something showing otherwise, I'd appreciate it). Tillman found an avenue where he could bring up a body to fill in if necessary and save money in the interim. clearly less than the amount of money it costs to sign players to 10 day contracts right now. And clearly less than the risk of entering into the luxury tax.

From what I understood, you can only operate for so long without the league mandated 14 players on your roster to help fringe players earn money and experience with a club, even if you don't play them. This was collectively bargained by the players association. That deadline based on our recent trades was supposed to be today. Why that's not actually being enforced, I have no idea.
It isn't random, it does state there is the minimum roster size in the CBA, and it gives a two-week provision that we have now hit. There just isn't anything written (from what I can see) that says what happens if a team doesn't comply. This is weird.

In case anyone cares, the actual language from the CBA, page 382, Article XXIX Miscellaneous, Section 1 Active Roster Size: Spoiler: CBA Language Each Team agrees to have twelve (12) or thirteen (13) players on its Active List and to have a minimum of eight (8) players on the bench for all Regular Season games. Notwithstanding the foregoing, any Team may from time to time as appropriate, but for no more than two (2) consecutive weeks at a time during the Regular Season, have eleven (11) players on its Active List. During the period from the day following the last day of the Regular Season (or, for Teams that qualify for the playoffs, the day following the Team’s last playoff game), until the day before the first day of the following Regular Season, the maximum number of players (including Two-Way Players) that a Team may carry on its Active List shall be twenty (20). Players on the Inactive List shall be transferred to the Active List on the day following the last day of the Regular Season (or, for Teams that qualify for the playoffs, the day following the Team’s last playoff game).
Agreed, because I don't see anything in the language that I posted above saying that the two way players don't count. Doesn't mean it's not elsewhere in the agreement, or could be in there by virtue of a defined term that I am missing because I am lazy.
